A used lens, as they aren’t being made new anymore.
Shutter condition is by far the most important aspect to consider. If the shutter that comes with the lens is not damaged or obviously faulty, the best thing to do IMO would be to get it CLA’d.
If a chrome shutter is in bad enough shape to warrant replacing it, what kind of condition is the lens itself in? There's no guarantee cannibalizing a black shutter from another lens will improve things. Shutters need to be tested. And 600 C's haven't been around long enough to cause typical issues in that respect - every shutter will itself be relatively modern. Sounds like a non-issue to me, unless you're involved with an especially well-worn 600C. I'd imagine most of them were pampered. Mine sure has been.
